		<description>If you want to know what the (partially) underground building is, why don&#039;t you just call the phone number on the sign next to the gate? Chances are good that you&#039;ll have at least half of your answer before you even ask - just based on what the person who answers the phone on the other end says when they pick up. Most likely, given that the building isn&#039;t used unless the reservoir fills with water and CA cannot afford to keep someone there full-time to keep an eye on the place, the razor wire is just a good way to discourage punks, gang-bangers, and illegals from getting into an unguarded building and tearing it up.</description>
