Chances are good that you'll have at least half of your answer before you even ask - just based on what the person who answers the phone on the other end says when they pick up. Most likely, given that the building isn't used unless the reservoir fills with water and CA cannot afford to keep someone there full-time to keep an eye on the place, the razor wire is just a good way to discourage punks, gang-bangers, and illegals from getting into an unguarded building and tearing it up.
